On July 25, 2025, the North Carolina Department of Public Instruction (DPI) issued a final decision finding Cumberland County Schools out of compliance with Child Find laws and mandated corrective action and staff training. Despite this ruling, families continue to report that the same unlawful practices are still occurring during the current school year.
Parents are still being told to:
“Wait and see” instead of receiving timely referrals
That their child “would not qualify” without an evaluation
That other interventions must be exhausted before special education can be considered
That referrals are delayed, denied, or improperly closed
The purpose of this outreach is to identify additional families who are still being impacted right now, so their experiences can be reviewed by legal counsel and, if appropriate, included in the ongoing legal action and broader reform efforts.
